The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people.

Just imagine if the beat cop had to run back to headquarters every time he wanted to issue a ticket for red-light running.

Or if a local zoning officer had to refer reports of rotting food and cockroaches to the state Department of Health before issuing a violation notice to a local eatery.

Or if a car mechanic had to ask the Secretary of the Pennsylvania Department of Transportation for permission to fix bad brakes or malfunctioning headlights before issuing a state-required auto inspection sticker.Permission to enforce the rules, please? | PoconoRecord.com
